The Former President's Progressive Alarm Overlooks Europe's True Danger: Technological Stagnation.

Donald Trump's national security strategy presents a flawed view of Europe. The document asserts that open-border policies and so-called "progressive" agendas pose an existential risk to European civilization. However, this argument rests on a serious misinterpretation of the situation. The true challenge confronting the EU is not cultural but technological and economic lag.

The Stark Economic Gap Between the US and Europe

The data reveal a stark picture. Between 2008 and 2023, American economic output surged by 87%, while a paltry 13.5% increase for the EU. During this period, EU GDP per capita dropped from over three-quarters to just 50% of the American figure. Remarkably, even Mississippi now has a greater average income than major EU nations like France and Italy.

Currently, about 50% of the global 50 largest technology firms are US-based, while a mere four are from Europe.

The Technological Deficit: The Core Problem

The growing disparity is driven by superior efficiency gains in the US, fueled by breakthroughs and better use of resources. The scene of global tech leadership is overwhelmingly American. In the last fifty years, 241 US firms have scaled into enterprises valued at more than $10bn, compared with just 14 in the European continent.

This gap prompts a pressing issue: In the race for tomorrow's sectors like semiconductors, AI, and fusion energy, where does Europe stand? Experts widely agree it is essentially a two-horse race involving the United States and China, with Europe entering at a clear disadvantage.

Root Causes of Europe's Technological Lag

A number of key reasons account for this innovation chasm.

  • Venture Capital: The United States has a far deeper and more dynamic system for funding startups. Europe still lacks a genuine unified investment market, a factor that limits the scale of emerging companies.
  • Bureaucratic Hurdles: Excessive and fragmented regulation hinder European business. A US startup can introduce a service under one regulatory framework to access a market of hundreds of millions. The European Union, despite a bigger population, is split among twenty-seven separate systems, creating huge market obstacles.
  • Cultural Attitudes: Views on risk-taking vary greatly. In some EU nations, business failure was historically viewed with stigma, whereas in the United States, it is often seen as a badge of experience.
  • Defense Spending: The United States enjoys a deeply integrated academic-military-industrial complex. The continent's long-term lack of spending in military capabilities has weakened its ability in breakthrough innovation.

The Road Ahead: Reasons for Hopefulness

Despite these hurdles, there are causes for optimism. European leaders are increasingly aware of the severe threat and have started to advance serious reform. Notable analyses on European competitiveness and the single market highlight the need for major changes.

Given appropriate policies and rule changes, Europe's strengths could support much higher levels of commercial innovation.

Europe retains considerable advantages: high-quality human capital, top-tier schools and universities, and premier labs. Alongside a large internal market and high savings rates, these elements have the potential to trigger a surge of investment and entrepreneurship.

Importantly, even if Europe does not become the leader in developing next-generation tech, it can still dramatically increase productivity by implementing and tailoring innovations from elsewhere.

A Critical Juncture

Europe now stands at a decisive moment. To paraphrase a famous line, economic erosion often happens "slowly, then all at once". So far, Europe's technological decline has been steady. However, if it fails to take decisive action to tackle its deep-seated problems, today's slow erosion could give way to a rapid and permanent decline in global economic relevance.
